Should Stimulus Money for Greening Schools go to Privates?

My employer (a private, church-affiliated 6-12 school) wouldn't take the money or services if offered. We don't participate in E-Rate, either. There's too much paperwork and too many additional rules and regulations that we would be subject to if we took federal (or state) money. The "free" money's not worth the cost of demonstrating compliance.

There's enough need for improvement in public school infrastructure that we probably should not include private schools in this plan.
